Assemblyman Danielsen Ready to Make the Case for His Medical Marijuana Bill

Governor Phil Murphy formally entered the Legislative District 17 race in support of Assemblymen Joe Egan and Joe Danielsen, a pair of incumbent Democrats.

Assemblyman Joe Danielsen (D-17)’s medical marijuana bill (A-10) (draft attached) prioritizes the following, according to the assemblyman from Franklin Twp.:

  1. Lead the nation in medically backed cannabis research advancements.
  2. Improve the time patients take to get their first prescription while waiting for their ID Card.
  3. Allow Out-of-State ID Card patients to obtain cannabis prescription in NJ.
  4. Protect Patients by requiring laboratory testing, batch sample archive and Industry Standards.
  5. Protect patients at: Work, Home, School, child custody issues, professional licensing and from arrest.
  6. Incentivize Research & Development Partnerships with Universities, hospitals, medical research entities.
  7. Develop independently funded specialized cannabis treatment studies and solutions for a wide range of medical conditions.
  8. Provide adequate access to & production by cultivators and dispensaries.
  9. Protect the market by imposing a mandate of minimum & maximum licenses by a proven formula of patients.
  10. Move the scales of social justice to the correct direction.
  11. Permit preference of 15 % of each license to women, minorities & veterans.
  12. Incentivize Education via special consideration for “Institution of Higher Education with an Integrated Curriculum”.
  13. Make licenses more accessible to women, minorities and veterans by Micro License and Single License ownership.
  14. Provide for an easier ‘entry point’ for woman, minorities and veterans.
  15. Prioritize New Jersey residents for permit ownership.
  16. Prevent over gratis to current ATC’s i.e. 3 dispensaries licenses vs. 1 license with two satellite locations.
  17. Compensation to ‘underserved’ districts vs. unpermitted districts; shift of license.
  18. Protect license sales from the ‘Good Old Boy’ club by providing a Right of First Refusal to applicants.
  19. Provide a transparent and fair application / process with customized categories to relevant disciplines.
  20. Prevent License “Grabs” by wealthy entities and provide for a Waiting List (for 2yrs).
  21. Prevent market entry by criminal entity organizations by preventing Vertical Integration.
  22. Prevent Anti-Trust relationships and operations with single price list.
  23. Create jobs at all levels and small business opportunities.
  24. Bring new tax revenue and jobs into all municipalities.
  25. Prevent new cannabis monopolies by restricting license ownerships and grow / process capacities.
  26. Prevent corruption in the application process.
  27. Filter applicants via thorough review of relevant skills for each license type to assure new businesses thrive.
  28. Require standards and protections for packaging, child proofing and re-packaging prohibitions.
  29. Protect product integrity & chain of custody by preventing horizontal sales and re-packaging.
  30. Provide for Official NJ State language, statements and recommended safety dosage (CO).
  31. Doctors: shall not be prevented from prescribing based upon employer policies or contract.
  32. Doctors: shall not be treated or rated differently by any insurance solely based upon prescribing Med. Marijuana.
  33. Doctors: cannot be denied malpractice insurance solely based upon prescribing Med. Marijuana.
  34. Require software / tag system that allows the DOH to monitor: Seed-to-sale, processed goods, inventories, transportation, supplies, prices, employees, and patients.
  35. Protect consumer with product disclosure of Extraction Agents, methods and the testing of same.
  36. Provide for reasonable permit fees at all levels.
  37. Prohibit State employees of all Departments from having any conflict of interest.
  38. State establishes curricula for Health Care practitioners and ATC staff
  39. Provide a safe location to consume and store Medical Marijuana; Medical Marijuana Consumption Area
