Phillipsburg Mayor Steven Ellis has secured a more than 200 point lead and expects to be declared the winner in Phillipsburg’s Democratic mayoral primary, the campaign announced Tuesday night. Ellis’ running mates JP Stettner and Lee M. Clark, also appear to have won decisive victories for Town Council.
