The GOP Filing Problem in Battleground Evesham
In Evesham, a local power struggle within the larger dimensions of inter-party rivalry finds the GOP to date dragging its feet on key filings.
Robert “Bob” DiEnna, Thomas “Tom” DeMarsey, and Keith Roman, the 2024 Republican candidates for Evesham Township Council in Burlington County, appear to have failed to comply with the following campaign finance regulations:
- None has filed individual or joint campaign committees for the 2024 General Election cycle (no chairman, treasurer, or depository). Yet, all are making expenses in the form of banners, yard signs, and other campaign materials such as yard signs.
- Their campaign materials include a disclaimer stating, “Paid for by Evesham First Team, 8 Eustace Terrace, Marlton, NJ 08053.” However, aside from not having general election campaign committees formed, neither their primary election campaigns nor any other candidate or political action committee is named the “Evesham First Team.”
- The above-named candidates have been actively campaigning with the materials with an improper disclaimer and no formal General Election campaign committee registered with the State. They have placed yard signs around Evesham Township, dropped campaign literature at numerous doors, and distributed campaign literature at Evesham’s National Night Out on August 27, 2024, and at a day-long municipal event called the Evesham Harvest Fest on September 28, 2024, with the “Evesham First Team” disclaimer and no filed campaign committee. Community members have reported receiving campaign literature with the “Evesham First Team” disclaimer at their doors across the municipality on other dates in August and September.
Aside from failing to properly register their campaign committees, they have made it impossible to hold them accountable for campaign contribution sources and limits, nor have they properly segregated depository accounts for their campaigns. There is a significant public interest in knowing routine and basic campaign committee organizational information, including their chairpersons and treasurer and their contributions received and status as official General Election candidates.
Altogether, Robert DiEnna and Thomas DeMarsey have campaigned since winning their June Primary election in non-compliance, and since Keith Roman joined the race in August, all three have distributed dozens, if not hundreds, of yard signs and pieces of campaign literature at people’s doors and public events without filing any campaign finance documents or disclosures.

I wanted to clear up some discrepancies related to ELEC filings. After Councilwoman Pat Hansen resigned due to concerns about her treatment by fellow council members, we added a third candidate to the ballot to fill her seat for the remainder of her term. This change necessitated updates to all prior ELEC filings under the DiEnna & DeMarsey ticket, including the recertification of candidates under the new paperwork representing the ticket of Bob DiEnna, Tom DeMarsey, and Keith Roman.
Additionally, please note that the “Evesham First Team” slogan is the title for the financial account associated with the DiEnna, DeMarsey, and Roman campaign.
To ensure transparency, we are providing a copy of our filing for public review. I can assure you that all ELEC filings are up to date and accessible. We are asking that your article published in InsiderNJ be updated to reflect this information.
