From NJ.com this morning: Gov. Phil Murphy is expected to announce Monday that hair salons, outdoor dining and nonessential retail stores in New Jersey will soon be allowed to reopen with restrictions as the state moves into “Stage 2” of coronavirus recovery after more than two months of lockdowns to battle the outbreak, NJ Advance Media has learned.
