Judge Ernest M. Caposela this morning in Passaic County Court ruled that Alex Cruz, president of the Paterson Police Benevolent Association, meets the residency requirement and can be on the ballot for Mayor of Paterson.

Cruz appeared this morning to fight the residency challenge to his embattled citywide candidacy, and the judge deemed him a credible witness and ruled in his favor.
