Murphy Nominates Rosen For Port Authority Board

TRENTON – Governor Phil Murphy today nominated Amy M. Rosen of Montclair to the Board of Commissioners of the Port Authority of New York and New Jersey.

“Amy Rosen brings nearly two decades of transportation experience and a reputation as an effective, entrepreneurial leader of urban transit systems to the Port Authority Board of Commissioners,” said Governor Phil Murphy. “In addition, she has been a strong advocate for national investment in transportation infrastructure and will be a compelling voice on behalf of the interests of New Jersey and our residents on key issues impacting our state.”

The Port Authority holds a position of singular importance in renewing and modernizing our transportation infrastructure, and I look forward to helping guide its endeavors that are critical to the future of the region.”

Ms. Rosen’s vast experience includes managing a state transportation department, her long tenure as a leader of the NJ Transit Board of Directors, and her leadership as a two-term Presidential Appointee to the Amtrak Board of Directors.

As Deputy Commissioner at the NJ Department of Transportation, Ms. Rosen was responsible for the development and execution of an annual operating and a capital budget of $785 million. She also managed efforts to gain voter approval for a $475 million bond issue to enact legislation creating New Jersey Transit, the first statewide transit agency in the country.

After leading these efforts Ms. Rosen was appointed by the Governor of New Jersey and confirmed by the New Jersey State Senate, as member of the Board of Directors of NJ Transit and elected as its Vice Chair. She was reappointed by two other Governors and served as Vice Chair for three terms. She also served as Chair of the Finance committee for five years and Chair of Planning Committee for four years.

During her tenure as a member of the Board of Directors at AMTRAK, Ms. Rosen co-led the corporation through a strategic process, which launched redesign of the organization. She also oversaw finance, design and introduction of ACELA, the first high speed trains in the United States. Ms. Rosen also led efforts to identify $280 million reduction in cost savings and restructured financial reporting and auditing functions of AMTRAK. She also served as Chairman of Finance Committee for 6 years.

In addition, she has lectured and received extensive public recognition of her work, including induction into the NJ Transit Hall of Fame and being named Board member of the Year by the American Public Transportation Association.

Ms. Rosen has built a strong track record as a leader of both small and large enterprises. Areas of success have included developing and executing on ambitious growth plans, aligning strategic and financial goals, developing data driven performance measurements systems, creating innovative financing structures, working publicly with diverse constituencies, and overseeing the development of large and successful marketing and social media campaigns.

She has served as a Presidential appointee for three U.S. Presidents as well as serving as an advisor to many local and national leaders around the globe.

The Port Authority Board of Commissioners is comprised of twelve members. The governor of each state appoints six members. Commissioners serve as public officials without pay for overlapping six-year terms.
