TRENTON - Against the backdrop of a leadership fight and the gauntlet he dropped at the feet of sitting Speaker Vincent Prieto (D-32), Assemblyman Craig Coughlin (D-19) this afternoon joined his slate mate, state Senator Joe Vitale (D-19) to testify on the out of network bill.

The Senate Budget Committee considered the bill prior to hearing Vitale testify on his controversial Horizon bill, which Prieto opposes.
