Assembly Democrats Introduce Legislation to Cap Tuition Hikes

Miller, Donlon, and Speight bill would address the rising costs of education

(TRENTON) — In a move designed to address the rising cost of higher education, Assemblyman Cody D. Miller, along with Assemblywomen Margie M. Donlon and Shanique Speight, introduced Bill A4538, groundbreaking legislation that would cap tuition increases at public colleges and universities to 2% over the prior academic year. This legislation comes in response to growing concerns from students, families, and education advocates about the affordability and accessibility of higher education.

“Education is the cornerstone of opportunity and economic mobility. By capping tuition increases, we aim to make higher education more accessible to all students, regardless of their financial background,” said Assemblyman Cody D. Miller (D-Atlantic, Camden, Gloucester). “This bill is a step towards ensuring that our public colleges and universities remain within reach for every family in our state.”

Assemblyman Miller noted that, for years, tuition rates have been climbing at an alarming rate, placing a significant financial burden on students and their families. The escalating costs have led to increased student debt, with many graduates entering the workforce already struggling with significant financial obligations. The proposed bill seeks to alleviate this burden by implementing a strict cap on tuition hikes.

“Students attend institutions of higher education to invest in themselves and their futures. For many students and their families, financial considerations drive the choice of attending public colleges and universities. Unexpected tuition increases unfairly burden undergraduates and may prevent them from taking advantage of all the resources our institutions have to offer,” said Assemblywoman Margie Donlon (D-Monmouth). “Students should be able to pursue their degrees without the constant fear of affordability. I am proud to sponsor A4538, along with Assemblyman Miller, to ensure that tuition hikes remain manageable, allowing students to focus on their educational goals and future success.”

“Bill A4538 is vital for maintaining the affordability of higher education in New Jersey by limiting tuition increases,” said Assemblywoman Shanique Speight (D-Essex, Hudson). “This legislation allows students to concentrate on their studies and drive innovation, free from the worry of escalating expenses, ensuring a more inclusive and promising future for all.”

The bill, which was introduced on June 13, has been referred to the Assembly Higher Education Committee.
