Diegnan Bill to Allow Electronic Proof of Registration Clears Senate
Trenton – Legislation sponsored by Senator Patrick Diegnan, which would authorize operators of motor vehicles to display electronic proof of registration, cleared the Senate today.
Under current law, a motor vehicle operator is only authorized to display a traditional paper registration when requested by a police officer or judge. This bill, S-324, would allow for a registration certificate to be provided in either paper or electronic form. Electronic forms include devices such as cellular telephones, tablets, or computers.
“Electronic proof of registration is secure. Other states already allow it to be displayed in lieu of the paper form,” said Senator Diegnan (D-Middlesex). “New Jersey already permits the usage of electronic proof of insurance. It will benefit our drivers when registrations are accepted the same way. In today’s world, allowing drivers to have their registration on their cell phones is just common sense.”
This bill also requires rules and regulations regarding proof of registration to contain provisions designed to deter and detect counterfeit or fraudulent registration certificates.
The bill cleared the Senate by a vote of 40-0.
