Felician University Professor Kimberly Holmes Sworn in as Administrative Law Judge in Newark

RUTHERFORD, NJ – Earlier this summer, DCA Assistant Commissioner and Felician University Professor Kimberly K. Holmes was sworn in as an Administrative Law Judge at the Old Historic Court House in Newark, NJ.

“I am humbled and deeply grateful to now become a member of the judiciary by serving as an Administrative Law Judge for New Jersey. As I’m sure you would agree, civility, competence and character are all characteristics that complement the judiciary. Interestingly enough, those virtues make Felician University the great academic institution that it is,” said Judge Holmes. “By continuing ‘to promote a love for learning, a desire for God, self-knowledge, service to others, and respect for all creation,’ Felician University continues to bring forth college graduates who will become members of the judiciary as well. As I enter into this awesome responsibility as a judge, I do so with the beloved Felician Franciscan Values of justice and peace.”

Judge Holmes has taught philosophy and ethics at Felician University and is a highly respected member of the adjunct faculty.

Judge Holmes graduated from Montclair State University in 1988 with a BA in Political Science and received her JD from Seton Hall University School of Law in 1993. She has served the people of New Jersey in several notable positions including as a member of the legal counsel for the State Commission of Investigation where she conducted investigations about the abuse of taxpayer dollars. Shortly thereafter, she was named the Chief of Staff for the New Jersey Division of Rate Counsel and held that position for 12 years.

In 2020, she was appointed as the Chief of Staff in the Department of Community Affairs (DCA) and served as department’s Assistant Commissioner.
