Kean Bill Would Ensure Behavior Analysts Properly Trained

Legislation sponsored by Senate Republican Leader Tom Kean to ensure professionals engaged in behavioral analysis are properly trained and licensed was approved by the Senate Budget and Appropriations Committee today.

“When a professional is not skilled in behavior analysis, they can do more harm than good,” said Kean (R-21). “My measure addresses growing concerns about unlicensed, untrained, and unqualified practitioners attempting behavioral interventions and behavior modification.”

The bill (A-4608/S-3099) establishes a seven-member State Board of Behavior Analyst Examiners within the Division of Consumer Affairs. The Senate Commerce Committee advanced the bill in December 2018, and the Assembly version was passed, 76-1, in January.

“Behavior analysis is a powerful tool, and its use to treat autism, developmental disabilities, and mental health issues has shown great promise,” Kean noted. “It makes sense to ensure professionals in this growing field are properly educated and licensed.”

To be eligible for licensing as a behavior analyst under the bill, an applicant must be certified by the Behavior Analyst Certification Board.
