Piscataway Mourns the Loss of Former Councilmember Jim Bullard
February 16, 2023 – It is with profound regret that Mayor Brian C. Wahler and the Township Council announce the passing of former Councilmember Jim Bullard. They express their deep condolences to Mrs. Lois Bullard and the Bullard family.

“Jim was the consummate gentleman,” Mayor Wahler said. “He was gracious and generous with everyone and always had a sunny disposition. Our Township was extraordinarily fortunate to be his home. His legacy of service to our youth and our seniors will long endure because the lives of a countless many have been enriched by his work. We have sadly lost a true friend and an esteemed leader.”
“Ellen and I are deeply saddened as our community shares the loss of Councilman Jim Bullard,” Senator Bob Smith said. “Our thoughts are with Lois and his entire family. Jim’s legacy of service, especially to the seniors and the youth, will live on through the tremendous programming Jim worked to implement in our town.”
“Jim was always dedicated to his family, his friends and to his community,” Sheriff Mildred S. Scott said. “I always visualize Jim with a smile and in serious conversations he would tilt his head to the side, talk with his hands and bring a human touch to difficult topics. We will miss him deeply.”
“Thank you Jim! It has truly been a pleasure to know you and work with you,” Middlesex County Commissioner Chanelle Scott McCullum said. “You were a dedicated servant to the people and a true team player. Thank you for all that you have done. You will be missed but not forgotten as you have left your footprint on Piscataway. Until we meet again.”
“He was my mentor and he taught me a lot,” Council President Frank Uhrin said. “In 1989, he was the Little League president and I was the equipment guy, and during that time and since, we have always worked together as good friends to help the community. He was a dear man who blessed the lives of many.”
“Jim Bullard was a public servant in every way from his dedication to Little League, his volunteerism at the Senior Center and all that he did in between,” Council Vice President Gabrielle Cahill said. “He loved his family and loved our Township. Jim’s good works and memory will live on in all of us who knew and loved him. Piscataway has lost one of the best of us. My deepest condolences to Lois and all of the Bullard family.”
“Jim Bullard has always been a true friend and colleague, “Councilmember Linwood D. Rouse said. “I am grateful for the privilege to have worked alongside him for years in service of our Township. I will miss his smile and cheerful temperament. My prayers are given to Lois and their family.”
“He was a unique advocate for many, especially our senior citizens,” Councilmember Kapil K. Shah said. “He was always ready to help the community, especially as a dedicated volunteer in the truest sense for youth sports. He was more than a colleague of mine. For more than twenty years he was the closet of my friends. I will sorely miss him.”
“We send our deepest condolences to Lois and the Bullard family during this time of a great loss,” Councilmember Dennis Espinosa said. “Jim Bullard was an outstanding public servant who has gone far and beyond for his beloved Piscataway community. I have had the pleasure of working with Jim and despite all what was happening during his fight, he has always been a very positive and motivating figure in our community. You will be missed Jim.”
“I knew Jim for many years,” Councilmember Sharon Carmichael said. “His son Larry and my son Marc were Pop Warner Football teammates. We also worked the cameras together as volunteers for PCTV. Jim was the reason I always voted in the primaries. As my Ward 2 Councilman, he stopped by my door and I would give him my commitment to vote. I will miss my friend.”
“Heartfelt condolences to Lois and the Bullard family,” Councilmember Michele Lombardi said. “Jim will not only be missed by his colleagues but by the entire Piscataway community. Jim served with dignity, class and a compassion to help others. He was an amazing advocate for our seniors, loved being involved with youth sports and was always willing to help. I’m honored to have known and served with him.”
“I am very sad to hear of the passing of our friend Jim Bullard,” former Councilmember Steven D. Cahn said. “Not only was he a longtime public servant and a real asset to our community, he was a true friend. Piscataway is a better place because he chose to call our town his home.”
