Today we lost a passionate servant of the people, a beacon of integrity, a champion of justice, and a tireless advocate for his constituents. I’ve witnessed first hand Congressman Payne’s unwavering dedication to making a positive impact through his genuine care for those around him. Though he may no longer walk among us, his legacy of compassion, commitment and service will continue to inspire us all. Let us remember him with gratitude for the profound imprint he left on our hearts, our city, our state and our nation.
