(TRENTON) – Regulating transient housing services such as Airbnb, ATM and credit card protections, self-driving vehicle insurance, anti-smoking legislation, opioid antidotes, tuition and fee transparency, Sandy victim mortgage relief and affordable housing legislation highlight Monday’s Assembly committee hearings.

Also on tap: telemedicine, amusement games at airports, criminalizing flakka and requiring a racial and ethnic impact statement for bills and regulations affecting sentencing.

            HIGHLIGHTS INCLUDE:

·         A-4441 (Vainieri Huttle) – Requires licensing and regulation of space for accommodation of transient guests; and A-4587 (Quijano) – Imposes State sales and use tax and hotel and motel occupancy fee on transient accommodations; authorizes various municipal taxes and fees on transient accommodations. 10 a.m. Tourism, Gaming and the Arts.

·         A-4346 (Quijano/Benson) – “Consumer ATM and Credit Card Protection Act.” 10 a.m. Financial Institutions and Insurance.

·         A-4504 (Lampitt/Barclay) – Clarifies owners of self-driving motor vehicles must comply with existing insurance requirements. 10 a.m. Financial Institutions and Insurance.

·         A-3704 (Conaway/Benson) – Prohibits the sale or distribution of flavored electronic smoking devices; and A-4620 (Conaway) – Prohibits use of coupons, price rebates, and price reduction promotions in sales of tobacco and vapor products.  10 a.m. Health and Senior Services.

·         A-4467 (Mazzeo/Conaway) – Clarifies that authorized persons and entities may administer multiple doses of any FDA-approved opioid antidote to overdose victim, regardless of dosage amount or administration method, with immunity under  “Overdose Prevention Act; and A-2334 (Benson/Vainieri Huttle/Mazzeo/Mukherji/Downey) – Authorizes pharmacists to provide opioid antidotes to patients without individual prescriptions, in accordance with standardized protocols to be adopted by Board of Pharmacy. 10 a.m. Health and Senior Services.

·         A-3847 (Lampitt/Mukherji) – Requires institutions of higher education and proprietary degree-granting institutions to improve transparency of tuition and fees. 10 a.m. Higher Education.

·         A-3473 (Schaer/Houghtaling) – Establishes temporary mortgage relief programs for owners of real property impacted by Superstorm Sandy. 2 p.m. Housing and Community Development.

·         A-3551 (Singleton/Green/Mukherji/Lampitt) – Provides tax credits to developers for certain affordable housing projects. 2 p.m. Housing and Community Development.

·         A-3991 (Muoio/Wimberly/Johnson/Pintor Marin) – Requires housing authority to advertise when applications are being accepted for housing assistance waiting lists online. 2 p.m. Housing and Community Development.

·         A-4067 (Singleton/Lampitt) – Establishes New Jersey First-Time Buyer Savings Account Program; provides gross income tax exclusion for certain earnings on assets maintained in accounts established under program. 2 p.m. Housing and Community Development.

·         A-1464 (Lampitt/Coughlin/Conaway/Vainieri Huttle/Lagana) – Authorizes health care practitioners to provide health care services through telemedicine. 10 a.m. Health and Senior Services.

·         A-4462  (Lagana/Vainieri Huttle) – Permits amusement games license to be issued to holder of alcoholic beverage special concessionaire permit at certain airports; allows licensees to offer electronic amusements under certain circumstances. 10 a.m. Tourism, Gaming and the Arts.

·         A-2176 (Taliaferro/Eustace/Benson/Mazzeo) – Criminalizes possession and sale of alpha-pyrrolidinopentiophenone (alpha-PVP) commonly known as “flakka,” or “flocka.” 2 p.m. Law and Public Safety.

·         A-3677 (Wimberly/Singleton/Holley) – Requires racial and ethnic impact statement for certain bills and regulations affecting sentencing. 2 p.m. Law and Public Safety.
