Three Interconnected Bills Going Through on Packed Session Day

As the NJ Legislature now awaits Governor Phil Murphy’s actions on the 2020 budget, a veteran statehouse source admitted to being confused about front office gamesmanship. The source also predicts the state government will shut down for a day or two.

The Legislature appears positioned today to pass three interconnected bills: out-of-network, nuclear and staff raises.

Speaker Craig Coughlin (D-19) wants the out-of-network consumer protection bill. That’s his baby. Top priority.

Senate President Steve Sweeney (D-3) wants a bill to provide $300 million to nuclear power plants.

There was some squeak to the wheels early on getting those two bills together but they’re there now, ready for passage, sources say. The senate will do better on nuclear. Less well on out of network.

21 votes in the senate for out of network, an assembly source speculated.

Then there’s the staff raises bill.

They all want it.

Sweeney wants it and Governor Phil Murphy does, too, for the cabinet.

The way that bill came together – not resembling an earlier bill that died because it was tied to Governor Chris Christie’s book deal –  didn’t quite satisfy a number of Democratic caucus members – some in the Assembly and a handful in the senate. They resisted the bill. Grumbled about it. Didn’t go far enough for legislative staffers, they said.

But they’re going to back it today, sources say.

The votes are there.
