TRENTON – High above the chamber, NJ AFL-CIO Prez Charlie Wowkanech looked down on the teeming assembly chamber like someone in a museum regarding the classic painting Children’s Games by Pieter Bruegel.

“I’m very disappointed,” said Wowkanech.

“The whole budget process – everything was going fine, and then they come up with this Horizon bill, with no time to vet it and it derails everything,” the labor leader said.

He regarded the board, still frozen with the names on display.

“Look at that, 24 abstentions,” he said in disbelief. “they should have given the budget to the governor and let it be on his watch if he doesn’t sign it. Instead we have this.”
